About the university
Harbin Engineering University (HEU), located in Harbin, Heilongjiang Province, is a national key university directly under the Ministry of Industry and Information Technology of China. It is jointly established by the Ministry of Industry and Information Technology, the Ministry of Education, the People's Government of Heilongjiang Province, and the Harbin Municipal People's Government. The university is part of the national "Double First-Class" initiative, the "Project 211," and the "Project 985 Advantage Discipline Innovation Platform." It is one of the "Seven Sons of National Defense" and among the first institutions authorized to confer doctoral and master's degrees. As a key base for talent cultivation and scientific research in the fields of "Three Seas and One Nuclear" (shipbuilding industry, naval equipment, marine development, and nuclear energy application), it is a high-level research university specializing in ship, ocean, and nuclear engineering. The university traces its roots to the People's Liberation Army Military Engineering College, founded in 1953, with General Chen Geng as its first president. In 1962, its Artillery Engineering Department and other programs were relocated to Nanjing and other places. In 1966, it was renamed Harbin Engineering College and withdrew from the military sequence. In 1970, Harbin Shipbuilding Engineering Institute was established. In 1978, it was designated as one of the 88 key national higher education institutions. In 1981, it was authorized to confer master's and doctoral degrees. In 1994, it was renamed Harbin Engineering University. In 1996, it became a "Project 211" university. The university was successively under the Sixth Ministry of Machine Building, China State Shipbuilding Corporation, and the Commission of Science, Technology and Industry for National Defense, and is now under the Ministry of Industry and Information Technology. As of March 2025, the university covers an area of 1,530,400 square meters, with 23 teaching and research units, 43 undergraduate programs, 1 national "Double First-Class" discipline, 17 first-level doctoral degree authorization points, 4 professional doctoral degree categories, 33 first-level master's degree authorization points, 12 professional master's degree categories, 13 postdoctoral research stations, and 3 postdoctoral workstations. It has 34,400 students and 3,080 faculty and staff. The university has received awards such as the Outstanding Contribution Award for High-Tech Weapon Equipment Development and Construction and the Outstanding Contribution Award for Aircraft Carrier Construction. On March 18, 1952, Acting Chief of General Staff Nie Rongzhen and Deputy Chief of General Staff Su Yu submitted the "Report on the Establishment of the Military Engineering College" to Chairman Mao Zedong and Vice Chairmen Zhou Enlai, Zhu De, and Lin Biao. The report elaborated on the necessity and urgency of establishing the college, specifying its name, leadership structure, departments, academic duration, graduation numbers, and site selection. On April 25, 1953, the predecessor of Harbin Engineering University—the Military Engineering College—held its groundbreaking ceremony. On September 1, the college was officially inaugurated, and its first semester began. General Chen Geng, the first political commissar and president, solemnly declared: "The People's Liberation Army Military Engineering College—the first military engineering college in history—is officially established." Chairman Mao Zedong issued an instruction for the college's establishment. The college initially comprised five departments: Air Force Engineering, Artillery Engineering, Navy Engineering, Armored Force Engineering, and Engineer Corps Engineering. On March 26, 1958, the college held its first graduation ceremony. Defense Minister Peng Dehuai signed a Ministry of National Defense order approving the graduation of 636 students and awarding them diplomas. From 1960 to 1962, the college underwent division and restructuring. Its Artillery Engineering and Armored Force Engineering departments were relocated to institutions outside Heilongjiang Province. During this period, in 1961, the college was designated a national key university. Leaders including Zhou Enlai, Zhu De, Deng Xiaoping, Dong Biwu, Peng Dehuai, Liu Bocheng, He Long, Chen Yi, and Ye Jianying, along with over 50 leaders from various headquarters and military branches, visited and guided the college's work. In April 1966, following a decision by the Central Military Commission, the "People's Liberation Army Military Engineering College" was renamed "Harbin Engineering College" and withdrew from the military sequence.
