About the university
Chang’an University, located in Xi’an, Shaanxi Province, is a national key university directly under the Ministry of Education. It is among the first batch of universities selected for the “211 Project”, the “985 Advantage Discipline Innovation Platform”, and the national “Double First-Class” initiative. The university is also a member of the “111 Plan”, the “Double Ten Thousand Plan”, the Ministry of Education’s “Excellent Engineer Education and Training Plan”, the China Scholarship Council’s “High-Level University Graduate Program”, the World Energy University Alliance, and the Silk Road University Alliance. It is part of the High-Level Industry-Specific University Quality Resource Sharing Alliance. Chang’an University was formed on April 18, 2000, through the merger of the former Xi’an Highway University, Xi’an Engineering Institute, and Northwest Architecture and Engineering Institute. Since 2005, the Ministry of Education has successively signed agreements with the Ministry of Transport, the Shaanxi Provincial People’s Government, the Ministry of Land and Resources, and the Ministry of Housing and Urban-Rural Development to jointly support the university, establishing a co-construction framework involving four ministries and one province. In 2011, the university was selected for the “985 Advantage Discipline Innovation Platform”. In 2017, it was included in the first round of the national “Double First-Class” initiative. In 2021, it was officially designated as a pilot unit for building a strong transportation country. In 2022, it was selected for the second round of the national “Double First-Class” initiative. As of January 2026, the university has two main campuses, north and south, with the south campus near the Giant Wild Goose Pagoda and the north campus along the Wei River. It also operates three teaching practice bases at Taibai Mountain, Liangshan, and Weishui, covering a total area of 3,745 mu. The university comprises 25 schools (departments and centers), offering 82 undergraduate programs. It has 13 first-level doctoral degree programs, 4 professional doctoral degree categories, 34 first-level master’s degree programs, 21 professional master’s degree categories, and 9 postdoctoral research stations. The university enrolls over 25,000 full-time undergraduate students, over 13,000 master’s and doctoral students, and over 2,300 international students. Chang’an University traces its origins to three institutions that developed over time. The Northwest Transportation Cadre Training Class was established in April 1950, later upgraded to the Northwest Transportation Cadre School, and moved to Xi’an in June 1952, renamed Xi’an Highway School. In 1953, plans began for a highway college under the Ministry of Transport, with changes in location proposals until 1954 when the school was transferred to the Central People’s Government Ministry of Transport. In May 1955, it was renamed the Ministry of Transport Xi’an Automotive Machinery School. In 1958, personnel and equipment from the Beijing Highway College Preparatory Committee were transferred to Xi’an, and Xi’an Highway College was established on the basis of the Xi’an Automotive Machinery School. In 1971, it was renamed Shaanxi Highway School, but restored its name to Xi’an Highway College in 1976, jointly managed by Shaanxi Province and the Ministry of Transport. In 1978, it came under direct management of the Ministry of Transport. In 1995, Xi’an Highway College was upgraded to Xi’an Highway University. In 1997, Xi’an Highway University was included in the national “211 Project”. Xi’an Geology School was established in 1953, initially under the Northwest Administrative Committee Geology Bureau, later renamed and placed under the Central People’s Government Ministry of Geology. In 1958, it was renamed Shaanxi Geology School, under dual leadership of the Ministry of Geology and Shaanxi Province. In 1962, it restored its original name and continued under the Ministry of Geology. In 1970, it became Shaanxi Geology Bureau Geology School, later shortened to Shaanxi Geology School. In 1973, it was renamed Xi’an Geology School under the Ministry of Geology. In 1978, it was upgraded to Xi’an Geology Institute. In 1996, it was renamed Xi’an Engineering Institute. In 1998, following the dissolution of the Ministry of Geology and Mineral Resources, it was transferred to the Ministry of Land and Resources. The Northwest Architecture and Engineering Institute originated from the Northwest Architecture Engineering Bureau Xi’an Architecture Engineering School, established in 1953, later renamed Xi’an Architecture Engineering School under the Ministry of Construction Engineering. In 1958, it was renamed Shaanxi Architecture Engineering School, but restored its name to Xi’an Architecture Engineering School in 1962 under the Ministry of Construction Engineering. In 1965, it was delegated to Shaanxi Province and renamed Shaanxi Architecture Engineering School. In 1969, it was renamed the State Construction Commission Fifth Engineering Bureau Architecture Engineering School, still under Shaanxi Province. From 1970 to 1974, the school was suspended, with staff and personnel merged into the State Construction Commission Fifth Engineering Bureau, forming a cadre training class. In 1974, the school resumed under the name Shaanxi Architecture Engineering School. In 1978, it was expanded into the Northwest Architecture and Engineering Institute, while retaining secondary vocational education under a separate department, externally called the Affiliated Architecture Engineering School of Northwest Architecture and Engineering Institute, successively under the State Capital Construction Commission, the State Administration of Building Engineering, the Ministry of Urban and Rural Construction and Environmental Protection, the Ministry of Construction, and Shaanxi Province. The affiliated school was dissolved at the end of 1989.
